I know I'm being picky, but it seems a disorganised way of doing things to me. In this case I recognise that there may be little that we didn't already have access to some knowledge about beforehand, but the least that could be done is for the official guidance documentation to be ready for publication prior to or at the same time as the legislation became effective. The laws were passed some time ago, but did not become "effective" until recently, and a considerable communication and advertising exercise was undertaken. However if a law becomes effective on a certain date, but if it has not been presented to those that it applies in a format that can be read by those same people, it is highly likely that it is liable to be ignored by that community until that translation exercise has been completed.Ĭompare this to other legislative processes such as the recent changes to licensing of premises for alchohol.
